How do you set the stage when one already exists? You seize control over it. The control structure of the MSM already exists. You don't need to build another MSM, just take control of it. THINK LOGICALLY. If you know about the 4am drops that control it all, half the battle is already won. There are a few ways to do such a thing. You have a sender and multiple receivers. Either flip the sender or place someone between the sender-receiver (MiM) or both. Redundancies are good.

Could be or it could be that they are letting the 4am pass through without interference. You wouldn't want to blow your wad too soon and signal to everyone that there is a problem.
