Aston Villa is a soccer (football) club from Aston, Birmingham (West Midlands, UK). I grew up in Leicester (East Midlands) and the term "up" is used to show support for, or get support for, any given topic. Example, "up the workers" was a popular phrase to promote the working class over ownership/management. So in this case, it seems to be promoting the Aston Villa club.
