Muh technical side says it is technically feasible that a terrestrial device transmits false GPS-like signals that would override the weaker signals from the GPS satellite constellation. The GPS receiver would pick up these jamming signals and interpret them as true GPS signals and navigate by them.

I'm going to speculate that such GPS jamming devices do exist in the suite of electronic warfare gear.

If it's technically feasible and could be useful to someone, then it's not much of a stretch to assume that such capability does indeed exist.
