Large organizations are hard to run. Large organizations involving high levels of secrecy and compartmentalization must be another level of challenge altogether. As always, the question is: what did X know and when did X know it?
Even in a regular large corporation it can take a while for dodgy shit going on in the organization to rise to the level of someone empowered to do something. Sometimes that never happens. I’m pretty sure that Rogers was running the NSA with good intentions, but I’m quite prepared to speculate that things were hidden from him or even that he wasn’t asking the right questions early enough. We can all be bloody clever with hindsight. All states cover up their dirtiest secrets - even states with less dirt to hide than the US. It’s all about continuity of power and protecting the institutions. There would be many more revolutions otherwise. But perhaps there ought to be. What we have now is a Byzantine clusterfuck with all the public spirit of Russian organized crime.
