One of the problems they're having there is that

Amy + Warren + Pete should add up to 70, but 18 + 15 + 28 actually = 61. Where are the other 9?

Total caucus attendees = 70? x .15 = 10.5 = 11. That's right. There are 9 caucus delegates who needed to get into the warren, amy or pete group, who didn't.
