From the DNC Club’s perspective there were three strategic needs surrounding the Iowa caucuses: (1) Hide the collapse of Joe Biden; (2) Diminish the win by Bernie Sanders; and (3) cover-up a less than enthusiastic voter turnout. Given the nature of very public primary races, this three-pronged challenge seemed almost impossible.
Almost.
If everything just seemed to collapse, go wrong, and become a mess; and if the end of the night outcomes could be delayed and undetermined; well, in that scenario the objective would be considered ‘mission accomplished‘ on all three points.
That exact scenario just coincidentally happened.

this is How voting machines cheat.
They don't count votes as whole integers, but as decimals
One vote become 1.0 instead of just 1.
Some votes, like for their favored candidate, become 1.3 after entering the program.
Others, who they don't want to win stay at 1.0 or less.

10 x 1.0 = 10 votes

When they total all the votes for a candidate, they use the decimals, so the one with an added fraction will end up with moar votes.

I am just adding that the method used on their paper is the same method that was built into GS voting machines.
A progammer can hack into the machines and change votes to decimals and they can get the results they want.
They were just desperate enough to do it on paper. in Iowa.
