Leaders Of Philippines-Based Church In Van Nuys Arrested In FBI Raid

Three church leaders have been arrested after federal agents raided a Van Nuys church this morning.

 

Prosecutors said the Philippines-based Kingdom of Jesus Christ, The Name Above Every Name church was participating in an immigration fraud scheme — obtaining visas for church members to come to the United States by claiming, for example, they would be performing at musical events.

 

But once the church members arrived, the federal criminal complaint alleges that the church took their passports and forced them to work long hours as fundraisers soliciting donations for a church non-profit called the Children’s Joy Foundation USA. The church then allegedly arranged sham marriages to keep top performers in the country.

 

According to the affidavit, victims who fled the church claimed the workers were forced to put in long hours, often traveling across the country, with minimal pay and suffered abuse if fundraising quotas were not met.

 

The complaint further alleged that most or all of the money raised was used to finance church operations and the church leader’s lavish lifestyle.

 

“[B]ank records show that [church] accounts received approximately $20 million in cash deposits from 2014 through mid-2019,…[and] most of these funds appear to derive from street-level solicitation,” according to the affidavit, which noted that “little to no money solicited appears to benefit impoverished or in-need children.”

 

Two of the three defendants were arrested in Van Nuys:

 

Guia Cabactulan, 59, the top church official in the United States who maintained direct communication with church leadership in the Philippines;

Marissa Duenas, 41, who allegedly handled fraudulent immigration documents for church workers and secured the passports immediately after workers entered the U.S.

The third defendant was arrested in Virginia:

 

Amanda Estopare, 48, who allegedly handled the financial aspects of the church enterprise, including enforcing fundraising quotas for church workers.

Cabactulan and Duenas were expected to appear in court Wednesday afternoon in Santa Ana.

The KJC King Dome is a multipurpose indoor arena broke ground in September 3, 2012 and is currently under construction in Davao City.

Construction

The construction of the KJC King Dome is being managed by the ACQ Solomonic Builders Development Corporation, a subsidiary of the Christian church, Kingdom of Jesus Christ (KJC).[1] The groundbreaking ceremony of the facility being built beside the Francisco Bangoy (Davao) International Airport complex.[2] was commenced on September 3, 2012[3] and is expected to be completed by 2022[1]

 

In January 2018, Zhejiang-based Chinese sports firm Dafeng formally entered in a partnership with KJC in a signing ceremony in Hangzhou. The project has been included in the One Belt One Road Initiative by the Chinese Ministry of Culture.[4]

 

Use and facilities

Originally planned solely as a cathedral for the Kingdom of Jesus Christ (KJC) of Pastor Apollo Quiboloy, the KJC King Dome will be also used for other events such as concerts, boxing events and basketball games.[2][5] The facility will host a cube scoreboard.[6]

 

The King Dome will be part of a mixed-used development costing around ₱7.981 billion. The complex will house a condominium hotel, a hotel and museum, a hangar, a water park, a hotel and commercial center, and an administration complex.[1]

 

The King Dome itself is estimated to cost ₱6.025 billion and will be bigger than the 55,000-capacity Philippine Arena[1] with the Davao facility having a capacity of 70,000,[7] making it the largest indoor arena in the world. Initially it was planned that the seating capacity of the King Dome was to be 50,000.[2]

 

Architecture and design

An Australian architect is behind the design of the KJC King Dome. The design has been compared to the Staples Center by KJC leader Apollo Quiboloy, with one level of the multi-level King Dome excavated down due to its proximity to Davao City's international airport. It will occupy a floor area of 40,000 to 50,000 square meters (430,000 to 540,000 sq ft). It will also have 38 elevators and an airconditioning system. The Australian designers proposed a rectractable roof for the indoor arena but this suggestion was declined.[6]

 

Dafeng, a firm involved in the project will provide the lighting, seating, curtain wall, and stage machinery of the indoor arena. The KJC Kingdome will have a double-curved glass curtain wall, an cellular aluminum panel system, and flood lighting. Its facade will look like a crown.[4]
