States should clean the voter rolls by deleting them. Wipe the slate clean … get down to ZERO.

Then those who wished to vote in future elections could cough up some (current) bonafides and re-register. If you do not vote at least every fifth year, your registration would lapse and require a "from scratch" registration again. Registrations should be checked against death certificates before being issued and attempted registrations failing that test should be referred to law enforcement.
