It wouldn't surprise me. Ryan's wife is a Boren from Oklahoma. David is on the CFR. Ryan was supposed to "have been freed" but if there's pressure to continue his cabal duties, I can see him walking away. He's filthy rich now by WI standards. Reince Priebus lives in the same district.

 

Deadline to file for the primary leading to November 2018 is in a few weeks. It will happen by then.

Just looked. Deadline is 6/1/2018. Generally there's a few weeks before in WI for an incumbent to declare they are not going to seek re-election.
