Because they knew if the country had a standing army, the country would USE IT.

Unless people like Graham start conducting real investigations (as opposed the the run of the mill, yes, there were mistakes, but nothing to see here…) shit, the DS will continue on as per usual, and you can expect more "shootings," and a whole shitload of other nasty things.
