I think any kind of numerology is off=base in this case.
Being an astrologer-anon, I cast a chart for this time
and the place Washington, DC. The Sun (signifying power,
authority and majesty) was EXACTLY in the highest point
of sky (technically, what's called the "Midheaven").
Could somebody in the WH be using a simple bit of astrology?
The speech was scheduled for 12 noon, and the Sun
wouldn't have reached its highest point at that time.

I came across this oddity a few weeks ago:
3.22 kilometers is 10,565 feet.
The number 10,565 makes me think of the gematric values of the letters of the name of God JHVH.
And the number 322 to Skull & Bones (Genesis 3.22 ?).
The owl around the Capitol sits on an inverted cross.
The crossbeam reaches from the White House to the Jefferson Memorial.
The longitudinal beam begins at Grant Memorial between the feet of the owl
and ends at the top ridge of the Lincoln Memorial.
If you divide the distance by 5 (5 x 2113 or 644),
3 parts are allotted to the distance between Washington Monument and Grant Memorial,
2 parts on the track between W.M. and Lincoln Memorial.
The WAR II Memorial is located on the longitudinal beam (position head or crown of thorns?).
The Garden of German-American Friendship is located on the crossbeam.
The pentagram designed by L'Enfant (1754-1825) in front of the White House door is not closed.
Goethe (1749-1832) describes an unclosed pentagram in his work Faust I.
Faust paints an unclosed pentagram on the doorstep to protect against demons,
but Mephisto can enter the room because a tip of the pentagram is not closed.
Goethe died on 3/22.
