You mean Kardashev scale? IRL for example Arcturian ships can generate immense energy, as much as our Sun, but their civ doesn't build eg. Dyson rings/spheres and still restricts themselves to their home planet plus MAYBE a few colonies, also bases on other interesting worlds.
