The computer system that authenticates digital signatures to verify computer data transactions was contracted out to a minority owned contractor working with serco. This contractor was hosting a snuff film archive and linked to the abduction of children; in addition to developing the Bridge Certification Authority, they did work building facilities that are networked used as repositories and viewing rooms for TOP SECRET classification documents.
