The problem with these "do-gooder" laws is that for some reason they always come back to bite regular Americans in the ass, under the guise of protecting them.
A better thing to do would be to immediately strip them of American citizenship and tell them they have 30 days to return to their real countries under pain of death.

Sure, there are things that will make people freak out a little bit, perhaps cause them to suffer a form of what would be the equivalent to a "mid-life crisis," or feeling the shock when the cold water of reality is poured down ones back, but in the end, after a few days or weeks, people adjust and will cope.
