The list of 99 I've seen is "Classes of FBI Records in the National Archives" Unless I've gone brain dead today many of these are not crimes, e.g. Training Matters, Identification
(Fingerprint Matters), Civil Service, Application for Pardon to Restore Civil Rights, Administrative Queries, Bureau Applicant Matters, etc. So if you want to claim this list of 99 File Names is the right Clas 1-99 reference, I can agree with that. But calling it 99 Classes of FBI "crimes" is just sloppy.
