This is an active divisory effect to millions of New Yorkers, they will have to travel with additional documents and will be have to waste more time and suffer additional inconveniences. When these policies are affecting millions directly with negative consequences, they will not continue to support those driving the agenda. Supporting policies and then Suffering for policies is where Consituents really begin to question the elected.
