There you have it, folks.
Simple. He knows what he's up against, but also knows he is not personally RESPONSIBLE for what happened. He is the director, but cannot do that much to stop the bleeding other than keep calm, support his good agents, and cooperate with Durham's investigation. Kinda like replacing a corrupt director of a company with another employee who is loyal to the company but doesn't want to take the fall for what the previous director did.
