Clearly the author (not me) sees this One Belt, One Road as China's "New Silk Road", tying Russia/Iran/China together along the old trade route, facilitating cooperation/dominance/??? with and between the three.

He/she doesn't want to tie it together only because they seem to conclude this would be a big human trafficking bonanza.
