There is a direct connection between the U.S.-China Governors’ Collaboration Summit as described by Pompeo in Q#3847 and the CFR.
This is from the CFR anual report 2019:
"… In May, Senior Fellow Elizabeth Economy briefed governors and senior staffers on the dynamics of the U.S.-China relationship prior to the fifth annual U.S.-China Governors’ Collaboration Summit…."
In the same report the CRF also reveals how they work with journalist to push their agenda:
"…Local Journalists Initiative
This year, CFR launched a new initiative to reach locally based journalists and equip them with the resources and best practices needed to introduce a global dimension to their reporting on local issues. As part of this initiative, and with the help of a grant from the John S. and James L. Knight Foundation, CFR held a pilot workshop in New York in January, which brought together nearly one hundred locally based print, digital, and broadcast journalists from across the United States and Canada for discussions with CFR fellows and other experts. The workshop included a conversation on the state of U.S. foreign policy and the media with CNN’s Fareed Zakaria…."

Pompeo:
"…I was being invited to the U.S.-China Governors’ Collaboration Summit.
It was an event co-hosted by the National Governors Association and something called the Chinese People’s Association For Friendship and Foreign Countries. Sounds pretty harmless.
What the invitation did not say is that the group – the group I just mentioned – is the public face of the Chinese Communist Party’s official foreign influence agency, the United Front Work Department…."
