It would prove that people are being rounded up.

That's certainly plausible.
I tend to believe that a virus scare is the perfect cover for China to round people up, be they Cabalists or dissidents.
Somebody went to a lot of trouble to send the world into a panic about this, and China is clearly expending a lot of effort on "quarantine" activities of one sort or another.
Why would they go to all the effort, if not to do something with the opportunity?
