Not really sure how to interpret it, but while trying to figure it out I came across a speech POTUS made today at the Governer's Ball. Pay special attention around 1:00 - 1:17:

This –has– to be related to what Pompeo said about knowing which governors are involved with China. My guess is that POTUS gave them an offer they couldn't refuse–cooperate now or face the consequences later.
