Severing the spinal cord would prevent any rhythmic breathing. There is also no blood on the coat, no cut on the coat when they pick her up. No loss of bladder or bladder control.
This is incredibly brutal. No excuse for the way these officers handled this poor girl, but they didn’t kill her. (at least not yet). Looks like they gave her a powerful sedative - probably tordal. If someone could stabilize the frame around her body on the ground, it sure you could verify she is still breathing.
