A thought that come off the top of my head (for what that's worth).
An Inn is an old word (though still used) for a public house/hotel, where a weary traveller might lay his head for the night - (no room at the inn).
Could he be referring to mass surveillance going on in many large (and smaller, I guess) hotels?
A camera is easily hidden in say the smoke detector that nearly all hotels have in rooms thesedays.
