STRENGTHENING THE SENIOR EXECUTIVE SERVICE
"…In order to identify and maximize the use of best practices, requirements in sections 3(b)(i)-(iv) of this order will be implemented in three phases, with Phase I consisting of seven agencies, which will execute those reforms in fiscal year (FY) 2016; Phase II consisting of seven agencies, which will execute those reforms in FY 2017; and Phase III consisting of all other agencies, which will execute those reforms in FY 2018."
