the 'bad' info re: Horowitz is from 2001, likely when Horowitz was not high enough up in the food chain to have combatted the corruption. I haven't dug on this, but the guy (Harmon Wilfred) is a self-admitted ex-CIA asset. This smells to me like a hit on Horowitz in advance of the OIG report - trying to taint the validity of it. Also attempting to tie it to the '500' SES attorneys since Horowitz allegedly has 500 attorneys working under him.
nothing is for sure here, but this smells like clownfuckery to me. not done yet - will keep watching.
