Was part of the Deep State when picked to be VP running mate. Many of us believed his blackmail to deep state was taken over but maybe it never was.
Keep in mind the emails before being picked looming for dirt on Trump.

Impeachment was obviously the goal the whole time and Pence would have taken over giving the Deep State their Puppet again in control.
Deep State has never really taken a hard shot at Pence while VP even though they have attacked everyone else around POTUS.
Pence being arrested for treason would be an arrest the dems could not argue. It would cause a mass awakening like nobody else. There would be no argument that it was partisan. If the dems take his side it would expose them and if they dont it points back at evidence of a deep state.
He could try but he has to admit then that he was secretly trying to take down the President which is treason.
