Declines show effective Trump Administration initiatives to control border crossings while CBP helps seize longest cross-border drug tunnel in history

 

CBP enforcement actions on the Southwest border in January 2020 included the discovery of the longest cross-border tunnel in history, said Acting Commissioner Mark Morgan today in announcing overall January enforcement numbers. CBP enforcement on the Southwest border decreased by 10% in January as compared to December, representing a 74.5% decrease since the peak of the humanitarian and border security crisis in May 2019.

 

On the Southwest border, CBP conducted 36,679 total enforcement actions in January 2020, including 29,200 apprehensions and 7,479 inadmissibility decisions. This includes a 4% decline in inadmissible aliens at ports of entry and an 11% decline in U.S. Border Patrol apprehensions from December. The overall number of nationwide enforcement actions was also 37% lower than in January 2019.

 

CBP also announced the seizure of nearly 54,000 pounds of drugs nationwide in January 2020 – over 50,000 pounds were seized on the Southwest border.

 

“We continue to see positive results because of the steps taken by the Trump Administration to control the border and uphold the rule of law,” said CBP Acting Commissioner Mark Morgan. “We’ve seen eight straight months of decline, but as we see from the seizure of the longest-ever tunnel between the U.S. and Mexico and significant drug seizures, much work remains. We hope that Congress will finally act to address the ongoing crisis on the Southwest border and pass meaningful legislation to strengthen our immigration system.”

 

CBP is also increasing efforts with partner countries to stem the tide of illegal immigration. Acting Commissioner Morgan spent last week in the Northern Triangle nations of Honduras, Guatemala, and El Salvador to reiterate the agency’s commitment to our partner nations and to continue to discourage families and individuals from making the dangerous journey north to the United States. Acting Commissioner Morgan’s January trip involved meetings with a wide array of leaders and law enforcement officials on issues such as border security, human trafficking, asylum agreements, customs systems, enhanced trade opportunities, and reducing illegal migration. As partners, the U.S. and Northern Triangle governments continue to collaborate in preventing migrants from placing their lives in the hands of human smugglers.

Border Patrol agents assisted the St. Regis Mohawk Tribal Police when occupants of a vehicle they had stopped on State Route 37 in Hogansburg jumped out of the vehicle and fled on foot. After finding and placing all subjects under arrest, agents confirmed that five of the passengers were citizens of Colombia who entered the United States illegally and not at a designated port of entry. All were transported to the Border Patrol Station for processing where two subjects were charged with Improper Entry by Alien in violation of 8 USC 1325 and the remaining three were placed into removal proceedings.

 

The driver and front passenger, both United States citizens, were charged with Alien Smuggling in violation of 8 USC 1324. Alien smuggling is a felony, which carries a penalty of a fine and up to 5 years in prison for each violation.

 

“Border Patrol Agents of the Massena Station work day and night to detect and apprehend illicit cross border activity,” said Massena Station Patrol Agent in Charge Wade Laughman. “The apprehension of this alien smuggling event is just another example of their tireless efforts to keep our communities safe and enforce the laws of the United States.”

California Highway Patrol (CHP) 911 operators notified Border Patrol dispatch of a group of five people in need of immediate medical attention in the Laguna Mountains. San Diego Sector agents, including the Border Search Trauma and Rescue team (BORSTAR) reacted immediately. As they neared the area, agents began searching to locate the group in the remote and rugged terrain.

 

 

With temperatures dropping, BORSTAR agents located two men from the group, later identified as Mexican nationals who admitted to entering the U.S. illegally. The two men stated three females from the group were in desperate need of medical attention. At approximately 5:06 p.m., with the aid of an Air and Marine Operations (AMO) helicopter, agents were able to locate the women. Two of the women were found unresponsive with no signs of life. BORSTAR agents quickly triaged them both and attempted to resuscitate the two, to no avail. The third woman was in and out of consciousness, prompting agents to start life saving measures.

 

Local partners also responded to aid agents, but due to the inclement weather all rescue efforts were fruitless and all lifesaving attempts were exhausted. The three females succumbed to their injuries, the last person died at approximately 7:26 p.m. Weather conditions did not permit any successful hoist attempts and all other viable extraction options were not feasible.

 

 

Today, February 11, if the current weather allows a safe recovery, agents will attempt to extract the three deceased people via helicopter.

 

 

The two Mexican men, ages 22 and 37-years-old were arrested for illegal entry and taken to a nearby station for processing and evaluation. The three deceased females will be turned over to the Coroner’s Office once they are recovered.

 

 

“This incident that resulted in the tragic loss of lives was totally avoidable,” stated San Diego Sector Chief Patrol Agent Aaron Heitke. “We have said it many times, do not place your life or the lives of your loved ones in the hands of ruthless smugglers.” Chief Heitke continued, “I am proud of the heroic efforts that these agents and our partners made to locate and provide aid to those in need. Our agents also put their own lives at risk traversing the dangerous routes that these criminal organizations smuggle people through in an attempt to avoid apprehension.”

 

 

To prevent the illicit smuggling of humans, drugs, and other contraband, the U.S. Border Patrol maintains a high level of vigilance on corridors of egress away from our Nation’s borders.

Agents encountered a one-vehicle rollover accident on Farm to Market Road 1665 near Normandy, involving one U.S. citizen and three Ecuadorian nationals. While on scene, agents determined four individuals were involved in the accident and in need of medical attention. Agents quickly rendered aid, but unfortunately one of the subjects succumbed to his injuries and was declared deceased by a justice of the peace. Agents also determined that the rollover was the direct result of a failed alien smuggling attempt.

 

“Accidents like these are another stark reminder of how criminal organizations have no regard for human life,” said Del Rio Sector Chief Patrol Agent Raul L. Ortiz, “These criminal smugglers are only in it for the money, and the safety of their human cargo is irrelevant to them.”

 

Federal and local authorities are currently investigating this incident.
