So what does it mean when the Senate dems seek to limit the President's war powers during a time of war?

We are already in a declared war that all of congress voted for. GWOT = September 11, 2001 until a date yet to be determined. Clowns have attacked the President, clowns have attacked foreign countries, clowns have attacked America. I don't think the gravity of this has hit everybody yet.
