A new evergreen tree cannot sprout from it's pine cone seed without a fire to melt the wax/tree sap from around the seed. That controls the evergreen tree population. You don't get new growth without a fire that sweeps through to burn the pine cones and melt the protective cover around the seed.
Look at the Australia/California fires. Evergreen. Fire (depopulation) creates the conditions for the renewal.

Today I was driving home in Southern Oregon and I drove by a Warehouse that was being raided by about 40 LEOs. I stopped and asked what was going on and one of the perimeter Guards said, and I quote, "Fentanyl and Illegal Alien smuggling."
