House Intel Committee Republicans Boycott Hearing Due to Schiff’s Refusal to Address FISA Abuses

Republicans on the House Intelligence Committee boycotted a hearing on Wednesday, complaining that the committee’s Democratic chairman Adam Schiff has neglected proper oversight of the intelligence community by failing to hold a hearing on the Justice Department inspector general’s report detailing the FBI’s FISA abuses.

“Under your chairmanship, the House Intelligence Committee has strayed far from its mandate of overseeing the Intelligence Community,” the panel’s nine GOP members wrote in a letter to Schiff obtained by the Daily Caller.

“Until the Committee prioritizes oversight activities related to urgent and critical concerns, Republican Members cannot support distractions from our core responsibilities,” they added.

The Republican representatives afterwards boycotted a hearing of the Strategic Technology and Advanced Research Subcommittee on the development of artificial intelligence for national security, criticizing the hearing as a “publicity event.”

In December, the Justice Department’s inspector general released a report concluding that the FBI omitted crucial details in its requests for warrants to surveil Trump campaign associate Carter Page, specifically that the agency neglected to inform the FISA court that the controversial Steele dossier, cited in applications to spy on Page, was unreliable.

The dossier was compiled by former British intelligence officer Christopher Steele who was investigating Donald Trump for an opposition research firm hired by the Hillary Clinton campaign. The dossier purported to show connections between the Trump campaign and the Kremlin.

The DOJ inspector general did not say the FISA court should have declined to grant the warrants, but Attorney General William Barr has disagreed, saying the FBI launched an “intrusive investigation” of the Trump campaign on the “thinnest of suspicions” that were “insufficient to justify the steps taken.”

“We have gone months at a time in which we’ve hardly held any oversight-related briefings or hearings at all,” the Intelligence Committee Republicans wrote to Schiff. “Until the Committee prioritizes oversight activities related to urgent and critical concerns, Republican Members cannot support distractions from our core responsibilities.”

China Official Who Tore Down Church Crosses to Oversee Hong Kong

(Bloomberg) – China named an official previously known for tearing crosses from the roofs of churches to lead the agency that oversees Hong Kong, in the biggest shakeup yet after months of unrest.

Xia Baolong, 67, the vice chairman of the Chinese People’s Political Consultative Conference, will replace Zhang Xiaoming as director of the Hong Kong & Macau Affairs Office, the State Council said Thursday. Xia is a former close aide to President Xi Jinping who served as Communist Party chief of Zhejiang province during a crackdown on Christian churches several years ago.

The move follows last month’s appointment of Luo Huining, a cadre known for executing Xi’s anti-corruption campaign, as head of China’s Liaison Office in Hong Kong. The statement announcing Xia’s new title Thursday also made clear for the first time that the chief liaison reports directly to the Hong Kong & Macau Affairs Office. Zhang will become a vice director in charge of “routine work.”

“The reshuffling at this interesting moment may point to a deep distrust from Xi Jinping toward the former faction dealing with Hong Kong affairs,” said Sonny Lo, a Hong Kong-based academic and political commentator.

“It’s clear that Xi Jinping wants to have a clear grasp of the situation in Hong Kong – that’s the major point,” Lo added. “We’ll probably see some adjustment in Chinese policy toward Hong Kong.”

The appointment of such a senior official potentially indicates a permanent overhaul in how Beijing manages the former British colony. The Communist Party issued a communique late last year signaling greater intervention in everything from education in Hong Kong to how the city picks its leader.

Xia’s push in 2014 and 2015 to tear down crosses on the roofs of churches in the eastern province of Zhejiang was widely criticized by the international community. He was subsequently appointed to a leadership role on the CPPCC, the nation’s political advisory body and a post usually seen as a transition toward retirement for senior leaders.

Under Pressure

Hong Kong’s government, having weathered months of mass protests, now faces deepening public distrust over its handling of the spread of a coronavirus outbreak centered on the mainland that’s led to runs on surgical masks and toilet paper and shuttered local schools through March. Chief Executive Carrie Lam has been under pressure from some groups, including health care workers, to fully seal off the border with mainland China.

Though she stopped short of doing so, key checkpoints are largely closed, including the ferry terminal that links Hong Kong and Macau. The gaming hub, meanwhile, has been forced to temporarily close its casinos.

Lam said in a statement Thursday she welcomed Xia’s appointment, adding that it showed “the central government attaches importance to Hong Kong and Macau affairs.”

Xia’s appointment came as much of the region was focused on China’s sudden replacement of top officials in virus-stricken Hubei. On Thursday, China announced it was replacing Jiang Chaoliang, the party’s Hubei secretary.

Barclays CEO probed over Jeffrey Epstein links

British financial regulators are investigating Barclays (BARC.L) chief executive Jes Staley over his relationship with Jeffrey Epstein, the disgraced former financier who died by suicide last year while under arrest on sex trafficking charges.

Barclays said in a statement on Thursday the UK’s Financial Conduct Authority (FCA) and Prudential Regulation Authority (PRA) were investigating Staley over the “characterisation” of his relationship with Epstein.

The New York Times first reported on Staley’s relationship with Epstein last July. An article stated Staley visited Epstein while he was serving time for soliciting prostitution from a minor and suggested the pair had a close business relationship over many years.

Regulators asked questions about Staley’s links to Epstein in the wake of the report and launched a full probe last December. It had not been disclosed until this week.

The investigation centres around “Mr. Staley's characterisation to the Company of his relationship with Mr. Epstein and the subsequent description of that relationship in the Company's response to the FCA,” Barclays said.

“I feel very confident I have been very transparent,” Staley told journalists on Thursday.

“The FCA and PRA confirm there is an investigation concerning Mr Staley,” the agencies said in a statement provided to Yahoo Finance UK. “We are unable to comment any further.”

‘I thought I knew him well’

Staley said his relationship with Epstein dated back to 2000 when he took over JP Morgan’s private bank.

“He was a client when I joined the private bank,” Staley told journalists. “The relationship was maintained during my time at JP Morgan but as I left [JP] Morgan the relationship tapered off significantly.”

Epstein was in New York financial services, working at investment bank Bear Sterns before starting his own firm.

“Obviously I thought I knew him well,” Staley told journalists. “I didn’t. For sure, with hindsight of what we all know now, I deeply regret having had any relationship with Jeffrey Epstein.”
