Some have claimed that it was taken in Bohemian Grove but no real proof of the place or date of the photo. Hussein was in DC on the inauguration so it had to be before that. Maybe it was some kind of New Year's event.

It was NOT for a wedding.

It was made.

Then a model wanted to wear it at a wedding.

But, this kind of thing is usually done at no charge. The model wears the garment, and then returns it. The event becomes advertising for the designer.

So, who wore it later, and where?

It appears to be Hussein, sometime before Jan 20 2017

The headdress existed already in 2015, so it is entirely possible Hussein wore it BEFORE the model borrowed it.
