Meaning :owls: (good guy owls?) will reveal everything about Adam Schiff.
May not be the only meaning, but it's one that pops right out at me.

The concept here is that intermediate web caches, like in your ISP's infrastructure, might still be serving up stale copies of the javascript not incorporating last evening's fix.
