What if they genuinely do not want to waste the time and effort on a small perjury charge? Q has repeatedly said "Bigger than you can imagine."
If you have the goods on everyone and are building an air tight case, you don't waste your time on stuff that would just create a media circus and not produce the end result necessary for bringing them all down.
