I'll be surprised if they can actually do it. If the human coronavirus (common cold) is too unstable for a practical vaccine then I have a hard time believing this new virus will be any different. But the good news is that because it can mutate so quickly then less virulent strains can appear quickly. These will spread unchecked and effectively confer partial immunity to its more deadly progenitor.

There is a note on there about weather modification. That can be done to a limited extent. It's not even a secret (there is a Wikipedia article). But it's too expensive to do routinely. What people see when they look up in the sky are condensation trails.

Not necessarily. Depends on the conditions, reason for their formation, and the direction the light is hitting them.
At high altitude the air is extremely cold. The water vapor in the exhaust freezing into ice crystals is the main mechanism. How much the air is circulating determines how long until they disperse; and how the light is hitting them affects how long you can see it. At lower altitudes the change in air pressure over the wings can cause damp air that wants to form a cloud to do so… or not depending on how close it is to the dew point. The further from the dew point the faster the cloud droplets evaporate. Planes flying through air with uneven amounts of moisture can produce contrails in some patches but not other patches just seconds away. There is also fuel dumping to reduce weight before an unscheduled landing., which could be argued to be a legit kind of chemtrail.
