Clearly, POTUS has had to clean out the DoJ, FBI, CIA, military, courts, etc. before the prosecutions against the worst of the bad actors can proceed. This process has progressed but is still ongoing.
If he just went and arrested Hillary in 2017, would the public have considered that a political act? Would the FBI had handled the evidence correctly? Would the compromised federal courts have given USA vs. Hillary a fair trial?

The bad actors in all of these institutions had to be cleaned out first.
