What if Hillary's arrest at the 911 Memorial event WAS the first arrest and past proves future?

When Q says 'The first arrest will verify action and confirm future direction.'

If Hillary was the first arrest AT the 911 Memorial, wouldn't that prove that they're going to prosecute ALL THE WAY BACK to the 911 crimes? That would certainly be a 'past proves future' in my book…
