The militarys of the world did not just start researching bioweapons recently. The case can and has been made on these very forums that the plague was deliberately imported to europe to decimate the population.
Now we have, in modern times, at least two or three nasty things escaping labs not counting winnie the flu. Lyme, fibromyalgia, and a few others I forget off the top of my head.
Now think mil planning. You know for a fact other countries are working on things just as nasty. How do you protect your population? You are already working on viruses etc, not a stretch to make a "cold" or "flu" that basically vaccinates the population against the things you know the enemy is working on. Why? well, vacinating would never be quick enough. So you hear of some fuck up countries pandemic beta getting out, then you seed the.. lets call it the antidote virus, at your train stations, your airports, your food distribution points… no need to get them all, as the numbers have ben run 30 years ago and the plan is sitting there in a binder already.
The US Mil's antidote virus was likely out before chinkland even announced the problem because the NSA knew weeks before that.
