it is Isis/astoret/minerva/athena, the representation of the feminine intuition/wisdom, the goddess of witchcraft, the earth (mother earth), represented by the moon and the owl.
The "U" shape that arises from her attire is the "y head", Isis was depicted as a horned goddess, holding the new sun (horus, the son of the dead osiris) between the horns.
In their cult throughout the ages, Isis represents the church, the "womb" in which osiris (the secret doctrine), is nurtured. The stars are the body of initiates, who study the doctrine in the church, to being about the "utopian world order" and restore the doctrine to it's rightful place.
Their order is a "golden bird cage" for the sheep, a sanctuary for those who will survive ww3 ("the extinction event"). There will be no nations or religions but theirs ("new age" bs), and the world will be ruled by a world government a "benevolent dictatorship" ruled in the shadows by the "enlightened" elites, who consider themselves to be "prefect men", a "complete pyramid" with the capstone (lucifer's guidance - intellect). The sheep to them are incomplete men, and they believe, unlike the founding fathers, that the only way to establish a "utopia" is to drastically reduce the population and unite the sheep in a "sanctuary", a golden bird cage. The founding fathers saw their "great work" as freeing the sheep, giving them a constitutional republic and entrusting "the sheep" with safe keeping it. These men knew that the "old world" cabal powers will seek to destroy the republic and establish their doctrine, and so their warned us of this in many written letters and documents.
