You need two things.

An enemy at war with the USA who receives support from an American citizen. That would mean it has to involve ISIS or Taliban or Al Qaeda or old Iraq war or Iran hostage era stuff.

And most importantly

You need two witnesses

That would only work, if shortly after JFK Jr.'s death, some people went deep undercover in the Cabal. They had to be so close to the real criminals that they would get invited to the meetings that plotted stuff.
