Something tells me you don't have a lot of experience with that can (and does) go wrong with contracts under contracting laws. The way government does business is regulated because people cheat, people are greedy, people are lazy and people look out for themselves. The rules are suppose to mitigate the risk from each of those but the rules doe not take into account humans greatest strength, to find ways around a problem/barrier. Government workers are forced to and have a culture of CYA, vendors have the profit incentive driving them. The result is the government pays for little to be done, and actively fights change, innovation, and a make it happen mentality. If the public wants that to change, they need to make it clear that they have an appetite for some level of risk. Until then, the bureaucracy will grind along.
