The clerk of the DC court assigns cases according to rotation called "the wheel." Also assigns jurors to the jury pool.

Considering the assignment of Judge Berman to so many cases and the crooked, biased jury foreman, could POTUS be referring to this "wheel" of the DC court clerk?
