There is no logical reason to do so. It makes no sense to use something as fundamentally uncontrollable as the common cold as the basis for a bioweapon. It's not even good for mass depopulation because it's too unstable to reliably protect your own people with a vaccine.
It was probably legit beneficial research of natural viruses in a lab that had poor containment protocols.
