It's called the states violating the 10th amendment.
Anything covered in the constitution is off-limits to the states to change.
That's why I am dumbfounded by all these 2A activist not getting lawsuits up against states in fed court for that very purpose.
States are trying to change laws already delegated by the constitution, and that violates the 10th Amendment.
