UCC says "driver" is a person that operates a motor vehicle for teh coveyance of passangers for commercial purposes.
English: Driver: someone who pickups up people and takes them places for profit. think taxi.
You are NOT a Driver when you get in your car to go to the store. That is traveling. Travel is a right, driving is a privilege.
