Maurice Brahms, whose wife Viviane owns the Red Zone, said the block association began issuing petitions against the club before the club ever opened.
These people have run the neighborhood like a Gestapo, Mr. Brahms said. This was originally Hell's Kitchen and there have been numerous incidents in the area. We're threatened by the area, not the other way around.
Mr. Brahms has become embroiled in another dispute involving a club he onced owned and the Consumer Affairs Department. He is the former owner of the Underground, recently renamed La Palace de Beaute, a popular but violence-plagued disco in Union Square.
The Underground Club has been cited by neighborhood residents and the police over five slayings involving club patrons and many other violent incidents around and inside the club. Although Mr. Brahms was forced to sell his share of the Underground in 1983 after a 1980 tax conviction for skimming profits from another club, New York, New York, he still works as a promoter for the owner of the Underground, Ronna Juliano.
License Application at Issue
The consumer affairs agency yesterday charged Ms. Juliano with making false statements on her club license application concerning the club's ownership and operation. The suspicion, said Fred Cantor, a lawyer for the agency, is that Mr. Brahms still owns the club.
Ms. Juliano could not be reached for comment yesterday, but Mr. Brahms said he sold his interest in the club to another partner, Herb Nemmis, several years before Mr. Nemmis sold the club to Ms. Juliano. She bought the business from him, he said. The Liquor Authority came after the club and now Consumer Affairs is trying to do what the Liquor Authority couldn't.

I knew Viviane briefly when I worked for David Granoff as a publicist for The Red Zone. She and Maurice were both very nice to me and I’m deeply sorry to read of her and her friend’s shocking deaths. RIP.
