Start suing the parents of the perpetrators and the school. (you can also "bully back" by beating thet out the bullies)
The only advice I can give as a person who moved alot and was bukllied everwhere is this: bullys hate themselves so much they tear down others to feel better. Bullys are living with abuse, divorce, other home issues- so the bullys carry that forward to tear down others to improve their self esteem. Once you realize how pathetic bullys are their words have no impact.
Final advice, as people get older they are still going to think the things about your kid, but they just wont voice it.
It's not about education darling, it's about the bully's ego and self esteem.
