How about avoided the very last plan.

The "unthinkable"
When they (feds) harass farmers about dealing with the water on their own land, ponds, etc, it;s time to talk to the sheriff. Make sure your sheriff knows how to defend the Constitution. If lousy sheriff, take time to elect a new one.
Sheriffs can arrest Feds for abridging the Constitution.
This is not a 'sanctuary city" situation, where the Constitution gave the right to the Executive, to protect the larger border. This is a 2A sanctuary county situation, where the Feds are attempting to usurp a power not enumerated to them.
Private property has always included private water rights on the land, along with mineral , oil, gas rights etc.
(((They))) attempt to change hundreds of years of common law with their regulations.
Regulations can be challenged by the Sheriff.
And, states can band together to protect the rights of their citizens against rogue swamp creature regulations.
Slow and not messy is the best for everyone.
I was thinking how much the "dumbing down" of citizens has caused huge segments of the population to be lost when it comes to the basic mechanics of running a Republic form of government.
I was thinking about how much people have learned about the process again, just by watching this slow process. Its almost like a civics class that use to be common in high schools.
The slow may be hard for the impatient.
But the slow constant research grind has taught us so much.
