There are gifts/fruits of the Spirit. The enemy makes a perversion of these gifts. What got Saul in trouble is not seeking prophecy from God. Instead, since God went radio silent on Saul due to his heart being in the wrong place, Saul turned to mediums (this is NOT how God's gift of prophecy is supposed to work; hence a perversion), and God allowed that medium to conjure up Samuel. That's why Samuel was so shocked.
