The symbolism of arresting people inside the courthouse where they've claimed sanctuary is similar to ancient people fleeing arrest/execution by clinging to an altar at a temple or church.
By arresting them anyway, you are either committing a crime against the god of that place OR declaring that the temple/church is illegitimate.
In this case the latter. A temple of the LAW that has become LAWLESS no longer holds a proper claim to provide sanctuary.
