Fast Forward to the Hillary email 'matter' and in HRC part 20, is a 'request' on September 6, 2015 from Peter Strzok to Cynthia Ryan, General Counsel for the National Geospatial-Intelligence Agency re:emails sent from HRC's private email server that may have been compromised. The emails in question were sent by Strzok to Ryan via DVD for review and and were potentially compromised of up to Top Secret/Compartmentalized information. NGA Directors during the 2009-2013 timeframe (Hillary was SoS) are listed in Wiki as:

Not directly related but during the 2001–2006 timeframe, Lieutenant General James R. Clapper, USAF, Retired was director of NGA. I'm sure he didn't leave anyone in place to 'watch' things.

So Shelby was at the NGA when all kinds of schuff went down. The name of the special CIA program for which she was a liason in 2003 is never named; George Tenet was the WJC appointed Director of the CIA at that time.
